This is a Copy/paste direct from Veer, from what I can see the Company is based in Germany.
The first line interested me...
Maybe it can hold true with shutterstock and other US based Royalty Free stock sites.

Hi all,
We have heard from many of you regarding this issue. We are in contact with the IRS to investigate its validity. We remain optimistic that we will have this worked out soon regardless of whether it is true or not, and will contact you when we have arrived at an answer.
